Prof. D. Shivalingaiah

A personification of perseverance, an epitome of conviction and a staunch supporter of perfection, Prof D. Shivalingaiah, the Registrar of Tumkur University, Tumkur is certainly the reason for the University to be proud of itself.A native of Manchanapura village of Malavalli Taluk in Mandya District, his childhood was not an easy sojourn of fond memories but a tough trail on the rough terrain of difficulties and not-so-pleasant conditions.

Gaining impetus from his experience in village life for doing Masters in Rural Development, he also went on to do Masters in Library and Information Science, both from Bangalore University in 1983 and 1985 respectively. His PhD, the first ever to be awarded by the Department of Library and Information Science, Mangalore University on Karnataka State College Library Facilities was the result of his colossal field work done throughout the State.

Prof. D. Shivalingaiah’s contribution to research in the area of Library and Information Science is of loudable proportions. 3 PhDs and 1 M Phil have successfully been awarded under his guidance and 6 more PhDs are in the process of being awarded. With his consistent thrust on quality of research, he has redefined the scope of Library and Information Science. His 50 Research Publications, of which 10 were presented at the International Level in Japan, Thailand and Malaysia and the rest at the National Level, exemplify his expertise in research.

The radius of Prof. Shivalingaiah’s work also covers the exemplary service he has rendered as a Treasurer, Vishwamangala Education Society, one of the Directors on the Board of Directors, Mangalore University Employees’ Credit Cooperative Society, Mangalagangothri and a Member of the Management Committee, Vishwamangala Education Society Mangalagangothri. Displaying a rare but perfect blend of academic and administrative excellence, Prof. Shivalingaiah has served the cause of higher education in various capacities as Deputy Registrar, Special Officer, Coordinator of the UGC-NET Examination Training Centre, Registrar (Evaluation), helping Mangalore University benefit in abundance from his expertise.

The reforms introduced by him as the Registrar (Evaluation) in Mangalore University have reached a vast majority of beneficiaries. He was instrumental in implementing the decision of the Inter University Board (IUB) of issuing tamper-proof convocation certificates designed with the Japanese State-of-the-art technology by TRUBIT Company.

The pivotal role played by him in safeguarding the interests of the students by announcing their results on time after getting more than five thousand pending answer scripts evaluated has been a memorable achievement as the Registrar (Evaluation).The steps taken by him to ensure and maintained sanctity and transparency in the evaluation system by revolutionizing the process of proof checking the question papers and computerizing the entire evaluation system have distinctly marked his commitment to excellence and dedication to quality.

His earnest efforts as a relentless and strong-willed administrator in Mangalore University earned him the position of Registrar (Administration), Tumkur University, Tumkur. The University was plagued with innumerable problems like lack of adequate infrastructure, absence of teaching and non-teaching staff, etc… when he assumed the office as the Registrar.

He handled the recruitment process of 81 talented Assistant Professors and 16 non-teaching staff quite successfully ensuring complete transparency and striking a wonderful balance between merit and social justice. This recruitment process, completed in a short span of time, is a significant milestone in the progress bound journey of the University.

Through the implementation of programmes like Gnanataranga, Scheduled Caste Programmes, Scheduled Tribe Programmes, Prof. Shivalingaiah has addressed the needs of the students belonging to these communities and has endeared them to the mainstream of society. Training the students in entrepreneurial skills through Innovation and Entrepreneurship Development Centre, providing valuable information to the farmers in the district through the Automated Weather Station in the University are some of the success stories of the University spearheaded by him.

Introduction of Challan system of payment for the University accounts and submitting the pending audit reports from the inception of the University till date to the Government bear adequate testimony to his administrative excellence.Prof. Shivalingaiah provided a new dimension to research by encouraging more than 160 paper presentations from Tumkur University in the mega event-‘KNOWLEDGE UTSAV’ organised jointly by Tumkur University and Jain Research Foundation, Bangalore on 28.08.2010 in the Jain Global Campus, Bangalore.

His thirst for research is also evident in his attempt of encouraging the faculty of University Arts and Science Colleges to submit many project proposals to various organisations for funding.A person with profound sense of commitment, Prof. D. Shivalingaiah has been constantly in search of avenues to spread the excellence of Tumkur University far and wide and help the University scale great heights.
